Kansas Water Authority to consider budget at August meeting

A more than $19 million budget to address Kansas water resource quantity and quality issues will be considered by the Kansas Water Authority at its Aug. 5-6, 2010 meeting at the Paola Fire Department Training Facility, 202 East Wea, in Paola, Kansas. The meeting will begin at 1 p.m. Thursday, August 5, 2010 and at 8:45 a.m. Friday, August 6, 2010.
 
“Investments made now in water resources will help assure Kansans of abundant quality water into the future,” says Tracy Streeter, Director of the Kansas Water Office. “Money is used for numerous purposes…preventing pollution, protecting reservoirs, and promoting water conservation…to name a few.”
 
The budget that draws on money from the State Water Plan Fund, if approved, will be proposed to the 2011 Kansas Legislature. Legislators have the final say on the budget including how much of the authorized $6 million from the State General Fund and $2 million from the Economic Development Initiative Fund, or lottery fund, is available. The balance comes from fees on water use and services.
 
Revenue shortfalls forced the 2010 Kansas Legislature to trim the amount allocated from the State General Fund for the current fiscal year to $1.4 million. In June the Authority decided to seek restoration to $6 million.
 
The Authority will also decide whether to authorize a public hearing on a proposal related to management of releases from Kanopolis Reservoir, west of Salina. The goal is to provide the best way to meet the water needs of those who draw water directly from the reservoir and from the Smoky Hill River downstream of the dam. Numerous options were considered on the draft policy, “Access to Water Releases from Kanopolis Reservoir.” The recommended option is to create a special water district below Kanopolis to allow irrigators and others to access releases of stored water.
